Higher Education Policy and Management

  • Creating a New Public Policy Program at a Major Public University in the United States
    Designed and created a new public policy program at a major university that grew from 3 faculty members in 1990 to a top research ranking by U.S. National Science Foundation in 2008 and later with 5 degrees including one Ph.D.; 4 master’s degrees and a range of undergraduate degrees. Today the school is recognized globally as one of the top programs in the world. The school that was created has nearly 3000 students today. Considered among the leaders in the field of public policy the rapid rise of this school to excellence was remarkable. 
  • Transforming a Major University’s Research Program from Tier 2 status to Tier 1 status in 5 years
    A RR&S associate led a university research program which was operating at about $73 million in sponsored grants and contracts and 5 years later was at about $105 million that led to its status as a top tier research university in the U.S. in 2015 based on performance improvements between 2009 and 2013 and on structural changes made in the program. The structural changes involved implementation of a redesigned plan for managing patent policy and process; human subjects committee; creating big data storage and analytical support university wide, creating a research foundation (that enabled the university to contract more easily with non-profits, government agencies, businesses and donor contributions); and, rebuilding the university’s research misconduct policy. 
  • Advised Universities in East and Southeast Asia, China, India and Europe in Development of Research, Innovation and Public Policy programs
    Advised development of research and programming for a variety of universities including National Sun Yat-Sen university in Taiwan, Tsinghua University (China), the Indian Institutes of Technology and Indian Institutes of Management, Bahia University in Karachi, Pakistan, University of Karachi, University of Nah Trang (Viet Nam). Further, associates advised the initial and subsequent development of Jonkoping University. Jonkoping University was the first private university certified in Sweden. Associates assisted in its development into a full University in Central Sweden specializing in entrepreneurship, business and management, engineering and technology. In recognition of his exemplary work in development of the university one of the associates of RR&S have been awarded an honorary doctorate by Jonkoping University. 
  • Advising the Creation and Development of the University of Malmo in Sweden
    Malmo is envisioned to be a university that is a joint effort of Malmo officials and businesses and a partner with a European or American University. This novel approach has been adopted since the completion of the high-speed rail and road bridge between Copenhagen and Malmö which cuts 2 hours off the former journey. This makes Malmo a much more attractive location for a university and its business community as one can travel from the international airport in Copenhagen to Malmo in 20 minutes!
  • Advised and Created New Institutions at a Southern U.S. college that helped it become a university
    The institutions included an urban research center which brought the university into a much more entwined relationship with local government and business leadership leading to its continued development. Also, a master’s degree in public administration was created that furthered the relationship with local government officials. Also, considerable research and training was conducted on coastal management in the state and heritage tourism development. Finally, the RR&S Associate who led this activity created the first research and development office for the College that enabled it, for the first time, to compete for federal grants.
