Roger R Stough

Founder & President
Roger R Stough is the President of RR&S Consulting Group LLC., a global multi-disciplinary economic consulting firm dedicated to serve government agencies, public and commercial institutions to meet challenges they face in delivering their services posed by changing national and global socio-economic and Geo Political orders. Dr. Stough’s specializations include innovation and entrepreneurship, regional economic development, economic modeling, transport analysis, technology & policy and public policy.

Dr. Stough is involved in all aspects of managing RR&S’s global operations and workforce, leading efforts to set the firm’s strategic planning, business goals across various areas of firm’s core competencies, identify emerging trends and build value for the Associates. Roger is a leader, widely sort after authority in regional economic analysis, transport research & planning, innovation & entrepreneurship and public policy. Trained as an educator, Roger evolved as a true bridge builder between academia and business world through his extraordinary involvement in bringing industry close to the universities. Dr. Stough played a central role in major strategic initiatives in setting up various entrepreneurship programs, innovation and research centers across various parts in the world while at George Mason University. He served as Vice President for Research & Economic Development at GMU 2008-2013. Roger’s research initiatives and administrative acumen paved the way for Mason becoming tier I research university. GMU was elevated to Research 1 status in 2015 as a consequence of development and growth during Stough’s tenure as VP for Research. As an entrepreneurial academician he led the grants and contracts initiative at the university and was principal investigator on numerous grants and contracts which have totaled more than US $50,000,000 from various agencies including the U.S. department of Transportation, the Research and Special Projects Administration (USDOT), Federal Highway Administration, NASA, U.S. Department of Justice, Virginia Center for Innovation Technology, the National Science Foundation (NSF) and numerous state and local agencies.

Roger holds a B.S. in International Trade-area specialization: Latin America, from the Ohio State University, Columbus, Ohio, an M.A. in Economic Geography and Environmental Engineering from The University of South Carolina, Columbia, South Carolina, Ph.D., Geography and Environmental Engineering from The Johns Hopkins University, Baltimore, Maryland. He also holds Honorary Doctorate, Jönköping University, Jönköping, Sweden.
