Dr. Yinglee Tseng is highly accomplished, multifaceted
professional with extensive experience encompassing strategic management for
government relations, trade facilitation and management between countries in
East Asia and USA. She specialized in managing the political and public
participation projects and facilitating
international relations exchange between Taiwan and the US.
Dr.
Tseng is the Founder & Chief Operating Officer of Citizens Power
Social Enterprise, established in Kaohsiung of Taiwan and the advisor at the Open Knowledge Foundation, Taiwan Chapter.
Dr. Tseng also serves the Managing Director of Grassroots Diplomacy Council (GDC), registered in Maryland of the USA and the Program Manager at
Institute of Taiwan-American Studies (ITAS). Dr. Tseng has abundant experiences
in strategic management for government, businesses, civil society organizations
and non-profit or non-government organizations internationally. She has devoted
in grassroots/citizen participation activities and urge the Taiwanese
government to join the Open Government Partnership (OGP) since 2010.
Dr.
Tseng received her doctoral degree in Public Administration from the University
of Baltimore and held dual masters’ degrees in Economics &
Law as well as International Trade Policy from the George Mason University in
Virginia of the US. Dr. Tseng is a multi-linguist who speaks English and
Japanese fluently as well as her native languages Mandarin and Taiwanese.
